The General Meeting of Shareholders resolves (minutes No.2 dated 11 December 2006) to change the name of Non-banking Credit Organization Closed Joint-Stock Company VMT to Non-banking Credit Organization Closed Joint-Stock Company LEADER from 2 July 2007
The LEADER system, InterProgressBank (Moscow, Russia) and Electron-Service, together with GIBDD (Traffic Police) of Moscow, launch a new system of «On-line GIBDD Payments».

On 19 October 2006 LEADER is awarded the title of the best payment system of the North-Western Federal District for its cooperation with the Peoples' Republic of China in terms of servicing small- and medium-sized enterprises. On 19 October, a presentation of the North-Western Federal District took place in Beijing. It was headed by the authorised representative of the President of Russia in the North-Western Federal District Ilya Klebanov. The presentation included the awards ceremony of the prize winners, the LEADER system is among them.
The International Union of Money Transfer Systems is established. On 9 October 2006, the LEADER International Money Transfer System (Russia, Moscow) and Finance and Credit Bank (Ukraine, Kiev) acting as representative of its own Avers transfer system announced the creation of the International Union of Money Transfer Systems at the press conference of INTERFAX-Ukraine (Kiev). The main objective of the Club is to create a worldwide Internet-based transfer web comprising a directory and search engine. It is not important for the client any more, whether his transfer is made via a Ukrainian, Tajik or Russian system – the only thing that matters is that the recipient will receive the money. Our model will be similar to the Internet: there is just one network, but many providers.
The International Union of Money Transfer Systems will be based on the principles of unified fee and advertising policy and development strategy.
LEADER founds the annual contest "LEADER 2006". The award is given to the most active member banks of the System providing their clients with a high quality of services in accordance with the best industry practice. Ukrainian and Moldovan banks were among the first winners.
LEADER launches a new service – payments to corporate accounts. Now the clients can pay for the services of over 100 mobile operators, satellite TV, Internet and telecom providers, IP telephony etc.
The National Bank of Ukraine registers the LEADER Money Transfer System in accordance with its Regulation "On Registration of Agreements of International Payment System Membership" (approved by order No. 131 issued by the Managing Board of the National Bank of Ukraine on 15 April 2005) on 30 November 2005.
LEADER is expanding its network in Russia, the CIS and Baltic countries.
